About the Association

UAE Scouts Association Board of Directors

The UAE Scouts Association Board of Directors is the governing authority for work in the UAE Scouts Association, elected by the association's general assembly. It aims to support and develop the scouting movement in the United Arab Emirates. The board is committed to promoting values of leadership and responsibility among UAE youth.

About the UAE Scouts Association

The Emirates Scouts Association is a public benefit organization accredited by the Ministry of Community Empowerment and licensed by the Community Development Authority in Dubai. Established in 1977, it has legal, financial, and administrative independence and is a member of the World Organization of the Scout Movement. Its headquarters are in Dubai, and its activities cover all Emirates of the UAE.

Scope of work: All Emirates of the country.

Vision

By 2025, the UAE Scouting Movement aims to be a leader in youth work — the most influential and widespread — keeping pace with development locally and globally. It seeks to double participation and empower active citizens who drive positive change while preserving Emirati values, heritage, and traditions in harmony with modern advancements.

Mission

Making a positive contribution to the development of individuals and society by upholding the values of scouting education, based on the Scout Promise and Law, and enhancing its positive role in active citizenship in alignment with national principles, through creating an attractive environment for boys and youth to contribute to building a better world and supporting the objectives of Emirati community development.

Association Objectives

The association aims to contribute to youth development by enhancing their complete physical, mental, social, and spiritual capabilities through principles that include

Preparation and adoption of legislation

And the systems, policies, and regulatory and executive bylaws that help implement the various plans and programs in accordance with the association’s strategic plan

Preparing and approving legislations

regulations, policies, organizational, and executive bylaws that help implement various plans and programs according to the association’s strategic plan.

Coordinating and supervising the camps

training centers owned by the association, and issuing technical and internal regulations related to general scouting systems, testing rules, disciplinary measures, and similar matters.

Approving the awarding of medals, badges

and patches related to scouting activities, defining their specific uniforms, and organizing official qualification courses for assistant trainers and training leaders.

Preparing the regulations, decisions

and rulings related to the scouting movement in the country.

Preparing the strategic

plan and ensuring its implementation to advance the movement and achieve its goals within the country, along with setting objectives, programs, and initiatives that support the association’s operational plans.

Establishing principles of cooperation

coordination, and mutual respect with various parties inside and outside the country.

Respecting the laws, regulations

and rules in force in the country in cooperation with all relevant authorities.

Ensuring respect for the constitution

regulations, orders, and decisions issued by the World Organization and the Arab Regional Office, and preventing their violation.

Strengthening the community structure

with all its elements and components.

Strengthening and reinforcing external relations

between the association and the Gulf, Arab, and global scouting bodies, as well as the World Organization and the Arab Regional Office.

Strengthening the relationship

with relevant national authorities and institutions.

Organizing various scouting events

at the local level, and participating in scouting conferences and camps (Gulf region, Arab region, and globally).

Organizing the movement

supervising it, raising its level, and spreading its principles

Promoting religious and national education

and moral, social, cultural, and sports education through the goals, principles, and methods of the Scout Movement.

Representation of the Scout Movement

Inside and outside the country, while observing the applicable laws and regulations in the country.

Exchanging Programs and Visits

Between the committee and similar scout rover associations in the Arab world and globally.

Working to Spread Scout Awareness

In society and institutions and benefiting from the field and scientific experiences and expertise of rovers.

Strengthening Bonds of Cooperation and Friendship

Between the committee and scout rover associations in Arab countries and countries around the world.

Increasing Connection, Acquaintance, and Cooperation

Among scout rovers in the country who have experienced and believed in its mission and laws.
