This prominent event will take place in the heart of Abu Dhabi at Yas Island, Yas Conference Center, from November 9th to 21st, 2025, with the participation of delegations from 19 Arab countries, as well as leaders and youth from the regional and international scouting movement.

The conference is the largest Arab scouting gathering, held every three years. It strengthens collaboration among scout associations while shaping general policies and determining the strategic and administrative direction for the next three years. The agenda also includes approving reports and future programmes, in addition to holding elections for the new term of the Arab Scout Committee. Special emphasis is placed on empowering Arab youth, giving them opportunities to lead key activities and workshops, and highlighting the critical role of innovation and digitization in advancing the Scouting Movement.

This hosting aligns with the UAE’s developmental vision, placing youth at the heart of national priorities and providing them with smart tools, a culture of excellence, and enhanced community and volunteer values. Abu Dhabi is renowned as a progressive political, economic, and cultural centre, blending modernity and heritage, and is well-known for its advanced services and distinguished Arab hospitality, making it an ideal location for international events.

Programme highlights:

  • Youth Forum activities (9–14 November 2025): Designed to develop youth capabilities, enabling them to present and discuss recommendations that will be submitted to the conference, through sessions, workshops, interactive programmes, and broad Arab youth representation.

  • Scout Conference activities (15–21 November 2025): Includes plenary sessions, committee meetings, discussions and approval of reports and plans, leadership elections, and activities supporting Arab cooperation.

The Emirates Scout Association provides official participants with complimentary UAE entry visas and full accommodation for the forum, plus special hotel packages for the conference on Yas Island.
