Develops emergency plans and response to natural and human crises and disasters and trains scouts in first aid and rescue skills. Coordinates with relevant authorities in the state to provide support and assistance to the community in emergency and crisis situations. Develops disaster preparedness programs and enhances the role of scouts as partners in community service and emergency response.
